New Urban Hen Bylaw

At the Monday March 25th Council meeting a new bylaw was introduced to allow residents to possess hens within Town. Second and third readings are tentatively scheduled for April 8th Council meeting. Public comment and questions can be made by emailing townoffice@bowisland.com or calling CAO Dave Matz at 403-545-2522.


Bylaw 2024:04 Urban Hen will allow up to 5 licenses in Town on a first come first served basis. Each licensed location will be allowed to keep up to 4 hens (roosters are strictly forbidden).

The bylaw sets out requirements for the keeping of hens to ensure there is an adequate coop, water/ food, animal welfare, and that hens are kept for personal use only.

Congratulations to Bill Ressler on his recent acclamation as Town Councillor! Councillor Ressler will take the Oath of Office at the May 13 regular Council meeting. Councillor Ressler is a retired school teacher/ administrator at Senator Gershaw School and Bow Island Elementary. Councillor Ressler has served 3 prior terms on Town Council and is also the President of the Golden Age Club.

At the regular Council meeting on Monday April 8 the 2024 Tax Rate Bylaw received 1st and 2nd readings. 3rd Reading is scheduled for April 22. The municipal tax rates have decreased from 2023 with Residential decreasing from 10.0717 to 9.6040. The Non Residential tax rate has decreased from 12.9253 to 12.7298. The Provincial Education Tax Rate has remained the same as 2023, the rate set by the Town varies from the Provincial tax rate slightly to compensate for under or over collection from the previous years. The Town of Bow Island is pleased to announce an agreement has been reached with CMHC to fast-track housing construction under the Housing Accelerator Fund (HAF). The HAF will provide Bow Island up to $1,568,000 over 4 years towards initiatives that increase the housing supply in Bow Island.

At the Regular Council meeting on January 8, 2024 there was a First Reading of Bylaw 2024:01 "Community Services Fees Bylaw". The most significant change in service fees is a 5% increase in potable water to reflect the annual increase charged by the Highway 3 Water Commission. Minor changes have been made to service fees for the campground, Community Servus Arena, and Ball Diamonds. Second and Third Readings are scheduled for January 22, 2024. The Town has recently partnered with the Rural Development Network to create a Housing Needs Assessment for our community. This document presents some very interesting statistics regarding the housing demand and supply. The Town will be using this as a support document when applying for infrastructure funding through various Government programs and for long term planning. At the April 24 Regular Council meeting there was first reading for Bylaw 2023:06 which is an update to the Unsightly Premises Bylaw. It will be renamed the Community Standards Bylaw and has a number of minor changes. Second and third readings are scheduled for the May 8 Council meeting.
